ADC Bordumsa Designated Competent Authority for Chakma-Hajong Voter Claims in Arunachal Pradesh

CHANGLANG, ARUNACHAL PRADESH — The Office of the Chief Electoral Officer (CEO), Arunachal Pradesh, has designated the Additional Deputy Commissioner (ADC), Bordumsa, as the competent authority to deal with claims and objections concerning Chakma and Hajong voters in the 49-Bordumsa-Diyun Assembly Constituency.

The clarification was formally communicated by Joint Chief Electoral Officer Liken Koyu and forwarded by Gamjar Doke on behalf of the Changlang District Election Officer (DEO).

The communication refers to the statutory framework governing electoral registration, including Sections 13B and 13C of the Representation of the People Act, 1950, as well as relevant Election Commission of India (ECI) notifications concerning the appointment of Electoral Registration Officers (EROs) in Arunachal Pradesh.

Verification of Chakma-Hajong Electoral Claims

According to the directions issued for the revision of electoral rolls, claims relating to members of the Chakma and Hajong communities are required to undergo verification in accordance with the applicable legal provisions and ECI guidelines.

The verification framework includes examination of the following aspects:

Birthplace and cut-off dates: Applicants claiming eligibility on the basis of birth in India are required to establish the applicable conditions concerning their date and place of birth, including the relevant statutory cut-off dates.

Parental linkage and refugee records: Where applicable, applicants may be required to establish their linkage with parents who migrated to Arunachal Pradesh in 1964 through relevant refugee registration and other official records.

Alternative documentary evidence: Where direct parental linkage records are unavailable or incomplete, verification may include other legally acceptable documents, such as birth certificates issued by competent authorities or school records containing the applicant's date and place of birth.

ADC Bordumsa to Handle Claims and Objections

With the ADC, Bordumsa designated as the competent authority for the constituency, claims and objections relating to the electoral roll are to be processed and verified by the designated election authorities in accordance with the applicable statutory provisions.

The district election authorities have accordingly directed officials concerned with the Bordumsa-Diyun electoral roll revision to follow the prescribed legal and procedural requirements while examining claims, objections and supporting documents.

Appellate Provision

The communication also refers to the appellate mechanism under Rule 23 of the Registration of Electors Rules, 1960. The Chief Electoral Officer, Arunachal Pradesh, functions as the designated appellate authority for appeals arising from decisions taken during the electoral-roll revision process, subject to the applicable provisions.

The latest clarification comes amid the ongoing scrutiny and verification of electoral claims in Chakma- and Hajong-inhabited areas of Arunachal Pradesh, particularly in the Bordumsa-Diyun constituency.

Officials involved in the revision process are expected to assess each claim on the basis of the applicable law, prescribed verification procedure and documentary evidence placed on record.
